The Buffalo convention was held in the Statler Hotel August 30, 31 and September 1, 1923. The total registration was 520, made up of delegates from 28 clubs.

Whenever time permitted during the sessions, open forums were held for the discussion of local club management. This practice appealed to the delegates and developed many valuable ideas which were put into practice when the delegates returned to their home clubs.

The first district conferences were held either before or after the International convention, but the membership decided that these conferences should be held in the spring or early summer.

In the fall of 1923, the Printing Manager's, Work Manager's, Overseer's, and Foreman's Crafts Association of Cape Town, South Africa, applied for a charter and affiliated as the Cape Town Club on March 3, 1924. Although the club has never been represented at a convention, it has remained a member club in good standing.

Six new clubs were added after the fourth convention: Spokane, Cape Town, Marshalltown, Lincoln, Minneapolis, and St. Paul.

At a meeting of the board of governors in 1924, it was decided to mail the monthly bulletin directly to individual members instead of forwarding them to local secretaries and depending upon them for distribution.

About this time the local club bulletins began to make their appearance, a direct outgrowth of the monthly meeting notices which had been printed in a variety of formats. Their primary purpose was to notify members of the date, time, place, and features of the approaching club meeting.
